How do I figure out how much Upwork took in % in 2018? I want to use this cost as an expense on my income taxes.

I would use the Earnings by Client report.  It breaks out Total Billed and Fees Paid by client.  At the bottom there is a total amount for both.

Then you just calcualte it manually...although I am curious what use the percentage is.

Fees / Total * 100 = percentage.

You can also go to Reports/Transaction History on the Upwork main page, change the dates to 1/1/18 and 12/31/18 and download a comma-delimited file that includes information related to all money flows into and out of your Upwork account for 2018.

If you open this information using Microsoft Excel or another spreadsheet program, you can sort the transactions based on their descriptions and then add up the amounts that relate to whatever you want a 2018 total for.
