Agency Bias

As I search the job board for suitable VBA development projects for my Agency, I am frequently running across posts that exclude agencies from submitting proposals (freelancer only). What is this anti-agency bias based on? Is there a way we can identify the issue so we can find a solution?

It's because clients have had bad experiences with agencies in the past. It's very common on Upwork for someone to start an agency for the sole purpose of subbing out the work to cheaper freelancers and pocketing the difference, while providing no value in terms of project management. Why would a client pay extra for a middleman, when they can just hire freelancers directly?
