Hi,
One of my agents has just recently submitted a proposal for a bid price of $3.
But now when I check the job again, the lowest bid is $10. I have rechecked my agent's job proposal and can confirm that his bid was for $3.
Does the bid range not include agencies bids into account?
Please clarify.

How long ago? The bid range tends to take time to update. Also, presumably you mean "$ 3 per hour" rather than "a bid of $ 3."
If it has been a while, the client probably saw the price, assumed the freelancer can't be any good if they price-dump like that and archived it straight away and unread. Bids that are declined or archived do not show in the bid range.
The better clients tend to dismiss bids that are way below market rates.
