Can I hire my agency members on behalf of my client?

I have agency account and exclusive members. 

A client of mine who is working with me for years, added me to his team so now I've a "client account" for that client. 

Now I'm able to hire my own freelancers throught the client account, I'm able to increase/decrease hourly limits, start end contracts, add feedback to contracts.

I just wanted to confirm that is there any TOS violation in that? like I can send request from my agency freelancer as agency owner and then I can switch to client and then I accept that as a "client". of course my client authorizes this. He hired my company and give me authority to hire any of members on his behalf and manage them

Thanks for reaching out! Agency owners/ managers can submit proposals on behalf of agency members. Agency owners and admins can edit agency members' roles and permissions by going to Settings › Members & Permissions.
