Commissiion based only jobs say hourly rate and its not

There is no option for employers to list their job postings as Commission only, and there should be, since alot of the jobs are Commission, its not real advertisement of the job. Example some list the job pay $5-$10 hr. and they pay nothing per hour, it should be stated on the proposal or the description of the job, where they real pay goes as well.  Why put a number youre not going to pay? Its just not fair.

Maybe because commission-based or equity-based work is completely prohibited on Upwork?

Solution: report all clients who propose those, as violators.

I was totally unaware of this.

Does it say it anywhere because some publish rates they will not pay, they
simply say its not an option.

Clients can post Commission jobs as Fixed price jobs where they can assign milestones for commission. Feel free to report clients that post jobs with Hourly rates and request working on Commission basis. Learn more on how to report suspicious user activity
