Connects Defaulting to Agency Mode

I am a little new to Upwork and created my freelance profile as well as an attached agency account. I wanted to book a little bit of work outside of agency work but when I do it tells me that I have no connects and need to upgrade out of Agency basic. The only issue is that I am trying to use my 50 basic freelancer connects instead of my zero agency ones.  Even if I am in freelancer mode and trying to bid on the freelancer job board this happens. Is this a bug or is this Upwork policy?

Hi Benjamin,

This is happening because you're currently set as an Exclusive agency member. This means that you'd only be able to submit proposals through your Agency. If you wish to work through your individual freelancer account, as well as your agency, you'd have to set your membership to Non-exclusive by going to Settings > Members and Permissions, from your agency profile.
