Convert Non- Exclusive to Exclusive

I joined "Siddique FITS (Fast IT Solutions) Agency" as an exclusive but later converted to a non-exclusive because the agency has zero connects. Now I contact my agency manager to shift me to Exclusive, but when the agency manager tries to use Upwork, it says "request invalid." Can you please tell me what the problem is? I withdraw all my proposal but all in vain
