Criteria for Top rated agency

I am an owner of an agency. My stats show 16 out of 16 eligible weeks for Top rated badge since more than 10 weeks, but the badge is not allotted to the agency for some reason. May I know how this works? And where to report this if something is not right?

Any guidance will be appreciated.
