Don't see the terms section when submitting a proposal

I dont see the terms section when creating a proposal. I watched the video in https://community.upwork.com/t5/New-to-Upwork-Finding-Work/Elements-of-a-proposal/ta-p/1201885

And it shows there's a term section and we can edit our rate there so we can have different rate from the one in our profile.

I can submit the proposal though. Is this because I'm a member of an agency or is it because of a bug? I'm using the android app when I submit the proposal

Hi Dhany,

As an exclusive agency member, you cannot edit the hourly rate on your profile as well as proposals. You will need to reach out to your agency owner to update your hourly rate on your Upwork profile. If you have any further questions or concerns, feel free to reply to this message.

 So when I want to submit a proposal and set the specific rate I have to ask agency owner to update my profile rate first?

This is Ronna, stepping in for Pradeep. I'd like to clarify that only the agency's Business Managers or the owner can set your hourly rate when they submit a proposal on your behalf. If you are sending a proposal for yourself, you won't be able to edit your rate on your proposal or on your profile. You can learn more by visiting this helpful page.
