First base US company and Agency account inside Upwork

Hi Upworkers 

I want to create a US company, and add this agency here in Upwork 
Is it legal and conform with Upwork policy and How it will impact
1- The business and hiring rate 
2-  Taxes,

1. Starting out, the consensus seems to be that it is more difficult for agencies than freelancers. I recommend you get (and complete successfully) some jobs as a freelancer before you start applying to jobs as an agency.
2. Tax effect for income will be the exact same as a freelancer. Payment to your agents takes place off-platform (Upwork does not facilitate). All taxes that you pay on your employees/agents payroll are the same as a non-Upwork business.
