Hire freelancer as agency and pay through UpWork

So it appears either I can't find the answer to this or my agency account isn't working correctly.

I'm trying to hire non-exclusive freelancers via UpWork contract. How is this possible. I can't find a way through my agency to post a job and then send it directly to the freelancer, nor do I find an option to send an offer directly 9n the freelancer's profile. Please help

Thank you for reaching out to us. I would be happy to help. Could you please clarify if you are trying to add a member to your agency? If so to add someone to your agency please follow the steps below:

• Go to Settings › Members & Permissions
• Select Invite a New User and fill in the form, including choosing roles and permissions
• Select Invite User to send the freelancer a request to join your team, which they can accept or decline

I have done that. What I'm looking for is a way to HIRE a non-exclusive freelancer and PAY then through UpWork by them submitting hourly time to the Contract associated with my agency. I know this is possible, but I can't find a way to send a freelancer an offer

Hi there, 

I understand you need to hire a freelancer via your Agency, however, hiring is not possible to do from an Agency profile. You may create a client profile and name the company the same as your Agency name, but you will need a client profile in order to hire.
