How do I get live support?

Can somebody tell me how to get live support here in Upwork?

We paid and signed up for Agency but I can't bid because it is asking for me to upload my DL. 

I tried to do it via the system but wont take it. 

I had scanned it now in PDF so I can show it to someone but can't get support. 

Can someone help me and just manually verify the account.
