How to win the first project?

Hello guys,

I'm representing an outsourcing QA company and we created in the middle of April an agency plus account on Upwork.

Unfortunately despite all our efforts and proposals sent (60) we still even don't have an invitation for an interview. We try to adjust the rates and profiles but still we do not have any progress.

Could you please give us a piece of advice on how we could develop our account? Have you experienced the same issue?
