I have New Agency Account. I can't Submit Proposal.

Hi, 

Hope you are doing well. I have a new agency account. Unfortunately, i can't Submit  any proposal. When I sending Proposal, It shows "Sorry, we were unable to save your application.You can't submit a proposal because your agency is suspended." What is the problem Behind it, If my Agency Account suspend, How can i recovery from it.
