Is there any relation of JSS to the number of projects being awarded?

How JSS is calculated and is there any connection to the number of projects awarded? Or JSS only refers to on-going projects?

There are a number of factors that go into the JSS.  The fewer projects completed, the more likely each will individually affect the JSS.  While Upwork doesn't publically reveal its algorithm, here is some information they've posted:
