As the message mention, the profile is set to private. Please raise the ticket to upwork to make profile public. One it is public, I believe you will be able to turn on availaibility with connect usage.

Thank you for your message. I checked the screenshot attached to this thread and noticed that the agency members profile visibility is set to Private. You can request the agency members to contact us directly or share this help page with them to change their profile visibility. Also, the Availability badge will need to be changed by the agency members only.
