Not able to submit the Proposal from agency

i am not able to submit the proposal from agency profile, the submit proposal button is disable where as i have avaible connects in my agency profile.
Rest of my agency member are able to make a proposal but i am not why?

Hi Sarmad,

In order to be able to submit proposals, your profile hourly rate will need to be $3 per hour. Please ask the agency owner to update your profile rate and then you will be able to start sending proposals. Thank you.
