Not being charged $0.15 per connects upon Agency Plus upgrade

Hi,

I've seen the same question being poseted here but all getting the same copy paste response.

Please let me know why I am not able to get connects at $0.15 per connect because I am still being charged as the freelancer $1.50 after upgrading to Agency Plus. I've read to your article on this and it is not helping.
