Publish specialized profile

I cannot publish my specialized profile.
I filled all the needed information but still see this pop-up - https://prnt.sc/sroa7s
Please help me publish it or explain to me what I doing wrong.

Please try clearing your cache and cookies or logging in with another browser to publish your specialized profile. If you`re still experiencing the same problem after this, let me know. Thank you.

I tried to clean the cache and used two other browsers but it did not help me.

There are two specialized profiles on draft mood now, description and portfolio are added, but there is an issue when agency manager wants to add the rate for these profiles, the platform does not allow, Submit button is not active. We tried to login with a different browser, clear cache, but all remains the same.

Please help in solving this issue.
