Top Rated badge is not Awarded for my agency

Hi,
Can someone please review my agency profile please and tell me why my agency not getting top rated abdge. My agency have 10K+ dollars 12 months earnings and all members have a job sucess of 96%. Me and my 1 of agenecy member top rated eligible weeks are 16/16, all members have 100% profiles and no account holds. But still not getting the top rated badge. I believe we have fulfilled all the requirement for the top rated badge. If you could please review and tell me what is missing, It will great. Thank you.
