We are an agency and have a US office and are an LLC. Our developers are located in Europe. When jobs ask for US BASED ONLY, does that mean they want a freelancer/agency with all its members in the US?

It means that the person who applies for the job physically lives in the United States.
Peter is a freelancer who lives in Australia.
Peter owns a U.S.-based LLC.
Peter can't apply to that job.
Samantha lives in Thailand. She has a U.S.-based LLC.
She can't apply to a U.S.-only job.
But In Samantha's agency she has a freelancer: Dan.
Dan lives in the United States.
Dan can apply to the job on behalf of the agency.

So, if the agency whose office is based in the US and does not have freelancers doing the job living in the US,(and only the business managers in the US), does apply for the "US based only" Upwork will block the proposal from being delivered to the client? Or does the client automatically reject it?

Hi Amy,
Non-U.S. agency members, including business managers, will not be able to submit proposals for jobs with location requirements, even on behalf of their team members who have completed location verification.
