Unable to Create a Agency Profile

I have an accepted Freelancer Profile and I wanted to create an Agency but I am not able to create an Agency profile.
I am following https://support.upwork.com/hc/en-us/articles/211067598-Create-an-Agency

there is no Create a new account under Setting > My Teams

I have attached the screenhot of Settings > My Teams Page

Let me know if I am misssing something

I am also facing the same issue. There is no Create Agency button for me. Can you please help me out too.
