Hi,
I cannot invite a freelancer to our agency. A window appears with the inscription: (Freelancer mail) - invitation failed.
Invitation has not been sent.
When I go to his profile a window appears with "This profile is no longer available. Browse other freelancer profiles here."

Please help me with this.

I carefully read your article with the reasons for Violations https://support.upwork.com/hc/en-us/articles/211067618-Freelancer-Violations-and-Account-Holds. I did not find a single reason why his account could be blocked. In this regard, I think that this happened by mistake and please check his account again and describe to us the reason, if it exists.
If it will be necessary, then he is ready to phone to undergo verification.
