Want to add connects

I have recently joined Upwork and my profile was approved. I would like to add connects, billing/payment information. When I attempt to do these things I get a alert that says not approved for these next steps. I was wondering did I miss a step? I am eager to get 100 percent completed so that I can start submitting myself for applicable jobs. Assistance is appreciated. Thank you in advance!

I would like to confirm that you are an exclusive agency freelancer for your agency. As such, withdrawing your agency earnings are done by the agency manager/business owner as the earnings are processed in the agency context of their account. If you would like to be a non-exclusive member of your agency, you may need to discuss this further with the agency manager so that your agency membership can be updated.
