Unfortunately at the moment, we don't have an option to limit team members from being able to submit proposals under your agency. I would recommend communicating further with your team members about this.
When non exclusive members are submitting proposals, on their end they will be asked if they would like to submit the proposal as an independent freelancer or as an Agency. They will need to select the first option (independent freelancer), in this case, they will be using their own connects to send proposals. Thank you.

As an exclusive member of the agency, you can send proposals only under your agency and you will be using the agency connects for this. I would recommend checking with the agency owner if you`re allowed to send proposals or not.
Regarding your second question, this will depend on their permission. Business Managers can submit and manage team proposals and contracts for all team members. Thank you.

Yes, non exclusive members can choose when they submit a proposal to send it as a:
- Independent Freelancer
- Or under the agency (using the agency connects)
