Can an agency use Upwork payroll to pay their freelancers?

Hi Donna,

Thank you for reaching out to us. Please know that the Upwork Payroll is used by clients who classify their freelancers as employees. This should not be used by agency owners to pay their agency members since that would mean hiring them themselves. 

Agency contracts get paid to the agency owner's account and it is the responsibility of the agency owner to pay their members outside of Upwork. If the client hires the agency freelancer through Upwork Payroll, the contract is still under the agency and the payments still go through the agency owner.
