"Request API Key" link is expired

I'm trying to get access to Upwork's API, however, the link seems to be expired in the instructions. How can I get a key?

Just to confirm, are you trying to request an API from this Help Article? I just checked the link and was able to request it. Could you try to open it via another browser as well? Thank you.

I will try to explain in more detail my problem.

When I trying to get apply key I see on this key status disabled long time and I don't get any response from Upwork API service to know moderation status.
