I have been applying to numerous projects but I don't see a connect refund whenever the project expires or is closed without hiring. In this example, there is no evidence of hire and it has been closed. **Edited for Community Guidelines**
Can somebody help me understand how the connect refund works?

ONLY for jobs which are marked with the "refunded if client does not hire"
or if Upwork closes the job post for ToS violations.
The example you show just timed out after 30 days, connects are not returned in that case.

Hi Limmuel,
Connects will only be refunded if the client closes the job or it expires without hiring anyone and the Connects are automatically refunded. You can check out Reports > Connects History page for more information.
