API keys for client with many contracts

As a client who had 25 contracts active and is getting ready to resume our process with probably twice as many,  using the API is going to be critical for us to be successful with Upwork.   I have tried twice now under my verified personal Upwork account to get 2 API keys  ( one for our developer and one for production), and both attempts have been rejected.   Zero feedback from Upwork.  I only knew the first attempt was rejected because someone responded here after I inquired.   Is Upwork only for mom and pops or do companies with more contracts pay staff to manually do things that should be automated?   The form wants details about what you are going to do and then restricts the length of input.
