Is it true that API access is only available to Business plan subscribers ($849 per month)?

Clients on the Business and Enterprise plans can request access to Upwork's API. You may read more about it here.

I'm not on the Business or Enterprise plans, however I have spent well over $100K through Upwork and I would like to have access to the API to better manage all the freelancers I have hired.

I'm at the point where I either need automation or I need to stop using Upwork for new hires. And spending $849 / month extra doesn't make any sense.
