My account got blocked today afternoon. I think it's due to me trying to do multiple failed payments due to my card being unable to go through.
Moreover I hired a freelancer on upwork and paid for it, the amount was deducted from my account as well.
How do I reactivate my account and send my freelancer the offer which I was charged for?
