Hi Nicole,
You can give another user permissions to manage your client-company. Check out this help article that contains description for different levels of access.

Thanks. Those permissions are a little confusing to me.
If I want someone on my team to be able to manage someone I've hired, which permissions do I need to give them?
And how does the team member make sure that the freelancer is billed on my account and not theirs?

Nicole,
If the freelancer is hired by your client-company, then your financial account will be billed for the work they do. A team member with Full Hiring Permissions will be able to manage contracts, close them, give feedback and release payments.
