i need to develop a kind of softwate like Filters of Snapchat.

Any idea how long it takes to make this software?
And what type of hardware does it needs to be put on a stand screen?

Create an hourly job posting, and specify that you want to talk to people who will CONSULT with you on an hourly basis. Specify that you do not want anybody to work on the project right now. You want to talk to them via phone or Skype, and you will pay them by the hour. State that you may hire people to work on the project using a later contract.

Hire at least 4 people to talk to about how much your idea will cost, and also talk to them about effective strategies for getting this done.
