Im trying to add a billing method but its not allowing me to do so. Not even change the method to paypal. I need urgent help.

Hi, I still haven't been given a clear solution in regard to the matter. I cant add or change my billing method. Aside from credit cards paypal isnt eeven appearing as an option when it comes to picking a billing method. I really need someone to assist directly.
