Block a non-client and remove a messages?

I have messages from a guy that I never even had a contract with, that messaged me to say he found a cheaper person on Fiverr. I thought I blocked him, but I just got a message from him today.

Can I still block and remove his message? He just wants to argue his point and I dont care.
