You can message them, but don't. Freelancers usually apply to many jobs. It would be time consuming for them if each client messaged them when declining their proposal.

Of course.  Assuming you started the interview process with them in Upwork's messaging you can write to them after you've hired someone.  It will be appreciated.  

 

If you're sending a thank you after someone applied, it's a bit much.

Just to offer a counter perspective to Rene's, I never expect it because I know clients get tons of applicants, but it's always very appreciated on my end and leaves to door open for communication down the line should the client need anything in the future. 

Is there a way to do it en masse?  I don't want to send an individual message to each person.
