Can't add paypal as a billing method on my client account

Hi,

So I have Billing Agreement for Upwork accepted on my paypal. Basically everything that is said here: https://support.upwork.com/hc/en-us/articles/211067968-Add-a-PayPal-Account 

But still I don' t have an option to pay freelancers with my paypal?

What is the solution for this?

Just to confirm, when you`re trying to add a billing method, PayPal is not listed on your end?

If the option is not listed on your end it means that it is not available in your current location. Thank you.

Then how am I able to buy connects with that same paypal (which is connected with upwork) and yet can't pay freelancers?

Unfortunately not in all countries/places PayPal is available. Please note that this limitation was imposed by PayPal so please do contact them directly if you'd like to get more information about the services they offer to their customers in your country. Thank you.
