I contracted someone to re-do my basic website. He said he could do it in three days. It's been over a week and a half and I'm still having issues with the individual. After he partially updated the site - after changing the password without permission - he gave me the new password. I went in and changed it. He kept insisting I release the funds and give him a 5-star review. I told him I would not and was not satisfied with the work performed, because some items were missing.
Now I cannot get into the site, and he's saying he cannot either to make the necessary changes.
Can I cancel the contract without releasing the funds?

Yes. Your agreement was for 3 days. Deadline is broken, job wasnt done.
Asking for 5 feedback is violation. You can report that.

Try to work it out with the freelancer so a dispute can be avoided since disputes will take up your time.

It is dont matter. You will agree real terms if you are professional. Agreed 3 days - must do within 3 days.

I do website design and ALWAYS give a 14 to 21-day full-completion turnaround time. Although it's usually done in less time, the extra time allows for issues should they arise. I also NEVER change logins unless I'm told to do so. I'm so sorry!
