Cannot make a payment

Hello. I am unable to pay the freelancer.

He completed the work and I hired him and makd a payment with credit card. The balance showed up in escrow and I hired the freelancer successfully. The offer is now pending for no reason and it says unverified payment method. It took the money from the card too.

So where and what exactly is the problem here? Hired freelancer cannot withdraw the funds.
