I was charged the $29.99 to boost my listing but then was later told it was closed due to adult content, which I later edited out and reposted but now in order to boost that listing, it wants me to pay another $29.99. How can I get this fixed?
Thanks!

You probably can't, as this is not really something to be "fixed." It would be advisable to read the Terms of Use and all of Upwork's other legal pages before posting another job. The post you boosted broke the rules and was taken down. That's the end of that post. Any new post is a new post, even if you're using the same wording, sans "adult content," so boosting it should cost you an additional $29.99.

It is really quite amazing that people think that if they "edit something out" of their job offers that this makes the intent all right. Adult content means asking for adult content whether the wording is visible or not. It is the same with academic cheating. Just because visible content proving that a client is asking freelancers to cheat on their or their clients' behalf, is removed does not remove their intention to commit academic fraud.

But that's the thing. There wasn't any real adult content. I had the words "erotic romance" that I'm assuming flagged it. There was nothing inappropriate.

There wasn't any adult content that I can see except the words "erotic romance" to which I removed.

Right, but your job, if it includes erotic romance would not be permitted here.
But presumably, if the client wasn't aware of this the first time, maybe she should get a refund of the original boost fee?

Yes. If Upwork doesn't have a system in place to ensure that a post is acceptable before it's boosted, then the client should at least be entitled to a refund when they notice and pull it.

It´s the word erotic.
It might have been an expensive lecture but on the other hand I am not sure if you need to boost your listing. Have you tried without boosting?
