Claiming worked hours after contract was suspended

I suspended one contract and asked the freelancer how much it would could to do another task.

a) The freelancer did the task (with mistakes!) and asked to restart the contract to claim the hours worked.

b) The freelancer claimed she had worked for 8 hours, but we could see that it had been less than 3.

You are under no obligation to pay for the extra hours. It doesn't sound like this freelancer is a good fit for your needs. I would cut ties and hire someone else to complete the task.
