Client account (mine) is temporary hold

Good evening, I am writing about a problem.
I posted a job, found a developer that met the requirements, deposited the full amount of the job on Saturday, just now, when the freelancer went to accept the offer, the system tells him that my account is temporary hold.
Please can someone tell me how to unlock?
I made the payment through paypal and on paypal it shows successful on the account.
Leaving aside the unprofessional figure made, how can it be solved?

Hi Michael,

 

I checked your account and it looks like the charge to your PayPal with your selected payment method was declined. You can see this in Settings > Billing Methods. Could you please try using a different payment method from your PayPal wallet?

Sorry but in PayPal you have charge the sum. I won't have to pay twice I hope!

The charge is showing as declined and did not successfully process. You may try again using an alternative payment method from your PayPal wallet. Thank you.
