Communicate with freelancer

Hello,I am going to find one web dev guy can speak Bulgarian in my job post. There is one guy applied to my job post can speak Bulgarian and English well. But I can't send any message or invitation to him. It says just error in upwork system. Also this candidate are in archived list as auto. Can you explain how can I contact it and why this is not allowed?Thanks
