I am on the buyer side and here is my "problem". I have published call for bids on a fixed price contract for a translation job. There can only be one contract winner. However, many of the bidders have provided valuable suggestions to enhance the quality of the text to be translated, as well as comments that I would have liked to quote in the document. I cannot, ethically or legally, do this without an agreed compensation with the authors. So what I want to do is to award the announced fixed price contract to one applicant, as normal. In addition to this I want to contact a selected few of the non-winners and ask their permission for quoting them, for an agreed fee. What would be the most efficient procedure to achieve this?

Thank you for your question. You could initiate a Fixed-Price contract with each candidate you'd like to compensate and fund a milestone for the agreed-upon amount; you can still continue working with the selected candidate on a different contract, even if you've hired multiple freelancers. You can then close the contracts with those you will not be working with once the payment is released to them.
