If you want to contact a freelancer, it is easy to do so.
Every client who has hired a freelancer can contact that freelancer using the Upwork Messages tool.
If you were not the client, but you are working with a client (you said the freelancer completed two projects on behalf of a certain person), then all you need to do is ask that client to send the freelancer a message.
If you all are working together on a project, it is a simple matter for that client or project owner to add you to a conversation in the Upwork Messages tool.
You can even contact a freelancer who you have never worked with before in any way. Just go that freelancer's profile page and click on the "Invite" button to invite that freelancer to discuss your job posting with you.
