You are using a FREE website. You want to be a freelancer here. You have done zero jobs. You have earned zero money for Upwork. Just do the math. Who is going to pay the actual people who handle your customer support questions? It just doesn't add up that such a service could exist for millions of people who want to become freelancers here, but have never made any money for the site.
