Hi  I have sent out 6 invitations and get the screen hire or decline.Does this mean that the freelancer has declined my offer?

Hi Tony,

If a freelancer has declined your invitation you will receive a notification/email about this along with more details about the reason they`ve declined your invitation. 
Once a freelancer has accepted your invitation a message room will be created and you will be able to communicate with them. Thank you.
