Hi,
I'm new to Upwork and I just would like to dispute my first freelancer as he promised he has done his work and asked me to release the payment but actually I checked his work log later on, he was basically playing his phone the whole time!!!
Now I would like to submit a dispute but as he changed his hourly rate, I can't do it online directly. Can anyone help me with that?
