Don't Know What To Do - Who Can I Complain To

Hi all,

I need real help, I hired a freelancer and pay $15,00 to build a website. She is definitley a very hard worker and a good person but for somereason the website always takes 2 steps forward and 1 step back and there is always more. I have now spent $7,000 on it and it is still not working. I honestly don;t know what to do. Is there a way to get a form of refund and take it somewhere else with the codes? etc....

Plese please help!
