Are there pitfalls and concerns that I should be considering before I hire a freelancer to populate an email list for an email campaign? Any tips would be greatly appreciated.

Certain email lists are worth more. Verified email lists are worth more than just scraping some website for emails. Some emails come from targeted campaigns and will convert better. These are worth even more.
It's been a long time since I worked for someone where I had access to their affiliate info, but I've seen anywhere from $2 to $100 payouts per lead. $2 is basically spammy junk that has a low conversion. $100 was for an affiliate that had a high conversion rate for his leads because he qualified them a lot more than the $2 guy.
If you are hiring them to send the email, you have to be careful because most of the cheap people on here will just use an open email server that's already overloaded by spammers and blacklisted by major email providers so your mail never reaches the inbox. Some providers like Google and Yahoo will just auto-drop them.
I would not even attempt this kind of thing unless I hired at least 3 different email campaign specialists on Upwork and talked to them for 30 minutes to an hour about their approaches, their recommendations, etc.
Then, if I thought any of them was a good fit for my goals, I would hire the best person of the bunch. If none of them really impressed me and convinced me that what they were going to do was going to be what I need, then I'd hire other people.
I would rather spend a little bit of money getting advice from a few people who I end up not working with than take a huge gamble and hire only one person and trust that I made the right choice.
